		Making our user.pl and userdb.pl portable between various type OS .

#!/usr/local/bin/perl

Traditional solution is creating a symbolic link /usr/bin/perl to /usr/local/bin/perl , making linux enviorment become similar to BSD system. Suggested modification is changing to:

#!/usr/bin/env perl

It should work on most of our workstations.
